This position has overall responsibility for the Treasury risk management and legal entity
management functions for American Express Bank, Mexico, a subsidiary of
American Express Travel Related Services Inc. including funding &
liquidity, regulatory capital management, balance sheet management, investments
and bank relationships and ensures that capital adequacy, stress testing and
financial risk management programs are established to meet regulatory
This position
reports to the Vice President & Treasurer, Global Treasury Banking Legal
Entity Management and is part of the Global American Express Treasury
organization which is responsible for ensuring that Treasury principles,
strategies and policies are consistently applied across all legal entities
while reflecting the local environment, regulations and business models; that
all treasury activities are conducted within the proper governance, operational
and relevant financial reporting processes;
and that new business initiatives appropriately address legal entity
requirements. This position is the
regulatory Head of Treasury, liaises with key business, finance and other
stakeholders, the Board of Directors, and manages relationships with the
external bank regulators, internal and external auditors and risk oversight
The principal
responsibilities of this position include:
Overall responsibility for the
funding & liquidity management programs for the Bank including related
liquidity stress testing programs, contingent funding plans, policy development
and compliance
Development and management of
investment and regulatory liquidity portfolio strategies to ensure compliance
with local and regulatory liquidity requirements and global goals
Overall responsibility for
balance sheet management including market risk (interest rate risk / FX risk)
Overall responsibility for
regulatory capital management including annual capital planning and the ongoing development and
enhancement of the Bank’s ICAAP and prescribed capital stress testing programs
in line with local regulatory expectations and global approaches
Represent treasury initiatives
to the Board of Directors, external regulators, internal and external auditors,
rating agencies, internal management committees
Chair of Mexico ALCO committee,
member of other internal management
Proactively evaluate local
regulatory guidelines and ensure ongoing compliance
Manage all Treasury related
policies and procedures ensuring compliance with local regulatory and in
alignment with global American Express policy frameworks as required
Support business initiatives by
providing Treasury risk management and banking consultation and solutions
Lead, manage, and develop
professional treasury staff in the delivery of Treasury services

Comprehensive knowledge of treasury financial risk management principles
At least 7 – 8 years of experience in a Treasury risk management role at a financial institution in Mexico
Comprehensive understanding of the Mexican bank regulatory environment
Experience in working with local bank regulators (CNBV)
Experience in implementing stress testing programs
Strong analytical skills, ability to analyze financial problems, formulate solutions, and present findings clearly and in a compelling manner to senior colleagues and stakeholders
Ability to manage and deliver on multiple priorities effectively, within tight timelines
Proven track record of working collaboratively across teams, with multiple stakeholders, and with a record of driving results;
Must have excellent English and Spanish communication and presentation skills;
Strong knowledge of Bank compliance, regulatory and control environments;
Must be a highly motivated self-starter and quick learner who can lead initiatives to deliver solutions around a variety of Treasury issues;
Knowledge and experience in the banking sector, financial markets, and legal entity management preferred
MBA / CA / CFA with a focus on economics, mathematics, finance, engineering, or actuary
Demonstrated staff development track record with emphasis on coaching, mentoring and leadership
