COMPETITION OPEN TO THE PUBLIC
The Human Resources Section wishes to announce an anticipatory staffing process for atemporaryCultural/Trade Officer at the LE-08 level for five years (budget approved until March 31, 2023). This temporary opportunity could be extended or converted to a permanent position depending on operational requirements and available budget. This staffing process will serve to build a pool of qualified candidates at the LE-08, which could also be used for indeterminate appointments or temporary assignment (acting) at the same level and for similar positions, within the whole Canadian Diplomatic Network in Mexico.
Job Description (summary):

Under the direction of the Counsellor Public Affairs, the Cultural / Trade (Hybrid) Officer (CTO), in collaboration with both the public affairs and trade section (a world-wide network of professionals in international business development (IBD)), leads the promotion of Canadian artists, and advances the business success of Canada’s cultural and creative industries in Mexico. The CTO designs, manages, reviews and implements the artist and cultural industries promotion program for all of Mexico in partnership with local or Canadian institutions. He/she also plans and implements the Action Plan for cultural and creative industries for Mexico, a designated priority market. The CTO coordinates and manages the strategic and effective use of cultural programming in line with the mission’s priorities and Canada’s objectives in Mexico. He/she advises the Head of Mission and the other mission managers on specific cultural files, related to both trade and diplomacy. The CTO supports Canadian partners, and in particular the portfolio agencies of the Department of Canadian Heritage, in their efforts to promote cultural and creative industries in accordance with pre-established service standards and in support of the Creative Export Strategy. The CTO is also required to develop the network of contacts necessary to achieve his/her objectives. The CTO manages the Mission Cultural Fund, supervises the contract and support staff, and enters planned activities and their results in the Department’s planning and reporting systems.

Level and Salary: Level 8 (Base salary at step 1) = 532,470.00 MXN pesos per year. 37.5 hours/ week
Please Note:The eligibility list from this competition may be used for openings at the same level for indeterminate and temporary opportunities within the Canadian Diplomatic Mission in Mexico. Benefit package:
Schedule of 37.5 hours per week;

Fifteen days of vacation leave per year during the first two years and then it increases to twenty days (prorated)

Statement of Essential Qualifications

Candidates are required toclearlydemonstrate how they meet the screening requirements (education, knowledge, experience, language) in their cover letter and CV.

EDUCATION

Bachelor’s degree from a recognized university in a field related to the position (e.g. international business, fine arts, design, arts management, public administration).

EXPERIENCE

A minimum of one year’s experience in the past three years working with Canadian companies or organizations in the cultural sector/creative industries.
A minimum of three years’ experience working with Mexican companies or organizations in the cultural sector/creative industries, including experience in advocacy and promotion activities.
Experience in organizing and planning high level visits and events.
Experience in office, administrative and financial management procedures (budget).
LANGUAGE REQUIREMENTS

Fluent spoken and written Spanish and English or French are essential.
Rated Requirements:

Candidates must also meet the Rated Requirements shown below, which will be assessed through any of the following: written test, oral communication, roleplay, interviews and reference checks. All qualifications are non-compensatory.
KNOWLEDGE

Knowledge of standard computer software (Excel, Word, Power Point and Outlook).
Knowledge of Canada’s political and cultural identity, including its key cultural and creative sectors.
Knowledge of the political and cultural landscape of Mexico and its creative sectors.

Operational Requirements

Reliability Status
Work schedule is subject to changes and overtime after hours and on weekends, and travel within Mexico and abroad might be required.
Occasional travel within Mexico and abroad (mostly Canada). Candidate must have a valid passport or demonstrate the willingness to get one.
