The Aviation Security Equipment Project Specialist is responsible for coordinating the implementation of a project to improve security checkpoints at Mexico’s last point of departure airports for flights bound to the United States, in support of border security objectives under the Merida Initiative.
Primary Responsibilities:
Duties include assessing, planning, monitoring, and communicating orally and in writing to obtain consensus from project partners, provide guidance and recommendations, and report progress.
The incumbent develops and maintains a point-of-contact (POC) list of each airport location scheduled for assistance and improvements and maintains contact with all Government of Mexico stakeholders to ensure smooth and orderly rollout of the project.
The incumbent coordinates with the vendors responsible for delivery and installation of equipment and related training to identify requirements, areas of concern or potential project bottlenecks and provides timely feedback to the INL Program Officer, Program Coordinators, and INL interagency partners, such as the Transportation Security Agency (TSA) to support project management.
Develops and maintains a master project calendar, identifies key milestones, and tracks project progress against the approved schedule.
Provides expertise and coordinates training to GOM aviation security personnel in the effective use of non-intrusive inspection equipment (NIIE) and associated equipment and/or identifies training requirements and makes recommendations to procure qualified training sources.
Participates in meetings, seminars, and exercises to aid in developing or support plans/programs for implementation of INL Border Security Programs for airport security.
Additional duties as assigned.
Supervisory Responsibilities:
Education and/or Experience:
Bachelor’s Degree in Applied Technology, Business Management, Criminal Justice, or related field.
Experience (minimum 5 years working with NIIE preferred 10 years) may be considered in lieu of education.
Experience working in Mexico or Latin America strongly preferred.
Experience in drafting and authoring weekly, monthly, and quarterly reports.
Experience briefing in Spanish and English.
Knowledge, Skills, and Abilities:
FSI level 3/3 Spanish
FSI level 4/4 English
Demonstrated project management skills.
Demonstrated ability to develop strong relationships with INL personnel, USG personnel in Mission Mexico, and Mexican interlocutors.
Working knowledge of the Microsoft Office suite to include Word, Excel, Project, and Power Point.
Ability to learn new software: s@mepage project management module.
Certificates, Licenses, Registrations:
Security Clearance:
MRPT Level Required
Must be able to successfully complete a U.S. government administered investigation for an MRPT (Moderate Risk Public Trust).
Must be a US Citizen.
Physical Demands:
While performing the duties of this job, the employee is required to be able to occasionally stand; walk; sit; use hands and/or fingers to handle, or feel objects, tools or controls; operate office equipment, reach with hands and arms; climb stairs; balance; stoop; kneel; talk or hear; taste or smell. The employee must occasionally lift and or move up to 25 pounds.
Work Environment:
General office environment. Some travel both domestically and internationally required based on business demands.
